I had a chance to read the language of the proposed no hip drop tackle rule, and it includes something about landing on the offensive player's leg from the knee or lower. You made no mention of that. If you can tackle with all your weight and it's not a penalty unless you also pin their lower leg underneath you, that makes a lot more sense as that's the part that has resulted in so many severe knee and ankle injuries. It would be interesting to see if this were more significant than playing on artificial turf in terms of the number of injuries caused per season.
